Narcotics Investigation Leads to Four Arrests and Multiple Drug Seizures

Terrebonne Parish Sheriff Tim Soignet announced the arrests of four people following a narcotics investigation that led Agents to a suspected drug-trafficking residence and resulted in the execution of search warrants at two Houma-area homes.  Agents arrested Standard Laquan Whitrack, 32, of Houma, Camryn Lane Hammonds, 22, of Houma, Charles Lindy Hammonds II, 54, of Houma, and Connie Lynn Hammonds, 49, of Houma, for numerous narcotics-based charges in connection with the investigation.

On August 21, 2026, Agents with the Terrebonne Parish Sheriff’s Office Narcotics Division were alerted to a residence in the 300 block of Roberta Grove Boulevard, which has been confirmed as a known narcotics-based location.  During the investigation, Agents observed a man, later identified as Standard L. Whitrack, leaving the residence on a bicycle and traveling against the flow of traffic on Prospect Boulevard, and attempted to conduct a stop.  As Agents approached Whitrack, he allegedly reached toward an item in his pocket and attempted to flee the area.  During the ensuing encounter, Agents deployed a Taser 10, which struck Whitrack and allowed Agents to take him into custody, despite his resisting behavior.

During the struggle, Agents observed Whitrack attempting to chew and swallow an item believed to contain illegal narcotics. Whitrack confirmed to Agents that he swallowed illegal narcotics and was immediately transported to a local medical facility for evaluation.  A short time later, Whitrack was medically cleared and transported to the Terrebonne Parish Criminal Justice Complex.

As the investigation continued, Agents learned that Whitrack was speaking with his girlfriend, identified as Camryn Hammonds, at the time of the encounter.  Agents who continued to monitor the home observed a gray 2017 Dodge Ram leaving the Roberta Grove Boulevard residence. Agents suspected Camryn was inside the vehicle and was attempting to leave the property after becoming aware of Whitrack’s encounter with Agents.  Agents stopped the vehicle near Woodside Drive and Prospect Boulevard after observing a traffic violation, and Camryn Hammonds was taken into custody on two outstanding narcotics warrants.  While retrieving personal belongings that Hammonds requested from the vehicle, Agents observed obvious drug paraphernalia inside a compartment of her bag.  Subsequently, Agents also recovered a suspected THC vape from her person.

Agents transported Camryn Hammonds to the Terrebonne Parish Criminal Justice Complex, on charges connected to the investigation.  During the booking process, Correctional staff located drug paraphernalia, and what is believed to be Heroin, during an intake search, along with what was believed to be additional contraband being internally concealed.  As a result, Camryn was transported to a local medical facility, where Agents secured an additional search warrant for Camryn’s person.  A short time later, medical staff recovered what is believed to be a clear plastic bag of Fentanyl, which was secured as evidence by Agents.  Camryn was medically cleared and returned to the Terrebonne Parish Criminal Justice Complex.

Based on the investigation, Agents obtained a search warrant through the 32^nd Judicial District Court for the Roberta Grove Boulevard residence.  Before executing the warrant, Agents conducted a protective sweep of the home and encountered Charles Lindy Hammonds II, who Agents took into custody on multiple narcotics-related outstanding warrants. Agents also detained Connie Lynn Hammonds, who was located inside the residence.

During the search, Agents discovered Suspected Fentanyl, Heroin, Marijuana, and methamphetamine residue inside the home.  Agents also located an unidentified orange powder, packaging materials and drug paraphernalia commonly associated with the distribution of illegal narcotics, close to $500 in cash, and multiple cellular phones.

Information developed during the search, led Agents to obtain a second search warrant for a residence in the 100 block of Krumbhaar Drive, which was approved by the 32^nd Judicial District Court.  During the search, Agents recovered two unidentified pills, several items of drug paraphernalia,  and items with methamphetamine residue in a bedroom connected to Charles Lindy Hammonds II.

Later, Agents arrested Standard Laquan Whitrack on charges of Possession with the intent to distribute CDS I, Creation or operation of a Clandestine Lab, Possession of Drug Paraphernalia, Possession of Marijuana, Obstruction of Justice, Resisting an Officer, and a traffic related offense.  Whitrack remains jailed on a $250,000.00 bond by local judges.

Agents also arrested Camryn Lane Hammonds on charges of Possession with intent to distribute Fentanyl, Possession with intent to distribute Heroin, Possession with intent to distribute Marijuana, Possession of drug paraphernalia, Obstruction of justice, Introduction of contraband into a penal institution, and Creation or operation of a clandestine laboratory.  Camryn remains jailed on a $307,500.00 bond by local judges.

Agents arrested Charles Lindy Hammonds II on charges of Possession with intent to distribute Fentanyl, Possession with intent to distribute Heroin, Possession with intent to distribute Marijuana, Possession of drug paraphernalia, and Creation or operation of a clandestine laboratory.  Charles remains jailed on a $201,000.00 bond by local judges.

Agents also arrested Connie Lynn Hammonds was booked on charges of Possession with intent to distribute Fentanyl, Possession with intent to distribute Heroin, Possession with intent to distribute Marijuana, Possession of drug paraphernalia, Creation or operation of a clandestine laboratory, and Transactions involving proceeds from drug offenses.  Connie remains jailed on a $201,000.00 bond by local judges.

“This investigation demonstrates the persistence and coordinated effort of our Narcotics Division, patrol personnel, correctional staff and medical partners”, said Sheriff Soignet. “Fentanyl and other dangerous drugs continue to threaten the safety of our community, and we remain committed to identifying those responsible for distributing these substances. I commend everyone involved for safely bringing this complex investigation to a conclusion.”
