Terrebonne Parish Sheriff’s Office Announces Arrest in Disturbance Investigation

Terrebonne Parish Sheriff Tim Soignet announced the arrest of a Gray man in connection with a disturbance investigation. Pha Cloud Khamsay, 19, was taken into custody and faces multiple charges related to the incident.
On September 10th, shortly after 10:00 a.m., the Terrebonne Parish Sheriff’s Office Patrol Division responded to reports of a disturbance near the intersection of LA 24 (Main Street) and Martin Luther King Boulevard, when Deputies learned that a firearm had been pointed at a delivery driver.
The victim provided authorities with a detailed description of both the suspect vehicle and the person responsible, which allowed Deputies to quickly locate the vehicle on Westside Boulevard. Deputies conducted a traffic stop and made contact with the driver, identified as Pha Cloud Khamsay, who was immediately detained.
Through continued investigation, Deputies confirmed that Khamsay matched the description provided by the victim. The victim also gave additional information that Deputies were able to verify. A search of the suspect’s vehicle revealed a firearm matching the victim’s description, located in the same area described. Deputies additionally discovered an illegal narcotic, drug paraphernalia, and an illegal nicotine vape pen inside the vehicle.
Khamsay was arrested and transported to the Terrebonne Parish Criminal Justice Complex, where he was booked on charges of Aggravated Assault with a Firearm, Possession of Marijuana, Possession of Drug Paraphernalia, and Possession of Tobacco by a Person Under 21. Khamsay remains jailed on a $5,000 bond set by local judges.
Sheriff Tim Soignet commended the work of the Patrol Division in swiftly resolving the case. Sheriff Soignet stated, “This incident is another example of how reported information can have a positive impact in our community. I am proud to work with such a tremendous group of motivated men and women, who dedicate their lives to making our community a safer place.”
